Compliance Tip - Electronic Submission of Medical Exams is Now Required.

On March 24, 2025, the Maryland Motor Vehicle Administration (MVA) implemented the Federal Motor Carrier Safety Administration’s regulation requiring all medical examiner certificates (MEC) to be electronically submitted to the state where the commercial driver’s license was issued.  The certificates must be submitted through FMCSA’s National Registry by the medical examiner at https://nationalregistry.fmcsa.dot.gov/home.  

 

Drivers holding a commercial driver’s license or commercial learners permit will not need to submit a physical copy of their MEC to the MVA.  After each medical exam, the healthcare provider will enter a driver’s required information into the National Registry and FMCSA will submit the MEC information electronically to the MVA.  

 

The MVA will be unable to accept any paper certificates from healthcare providers after June 23, 2025. 

 

The MVA’s downgrade process will not change. If the MVA does not receive a MEC within the allotted time after a commercial license holder’s MEC has expired, been rescinded, or voided, a driver’s commercial privileges will be downgraded to non-commercial privileges only. The MVA will continue to send letters to drivers about their MEC expiration and downgrade dates.
